2 cup: Sour cream,
2 tsp: Salt,
1 tsp: Black pepper,
1 tbsp: Sugar,
1 cup: Chopped scallions, about 3 scallions
1/2 cup: Bacon bits,
12 ounce: Shredded Cheddar cheese,
3 cup: Cooked rice, divided
